Development of an Earthquake Risk Model for Schools in the Republic of Croatia

A research framework for understanding earthquake risk in Croatian schools and supporting evidence-based prioritisation for seismic retrofit.

Why EARS?

The 2020 earthquakes in Croatia demonstrated how vulnerable educational buildings can be. EARS develops the data, models and tools needed to assess earthquake risk systematically and to identify schools where risk-reduction measures should be prioritised.

From data to decisions

The EARS model integrates seismic hazard, exposure and vulnerability. A multi-level GIS database will connect school characteristics with risk indicators and a new rapid assessment methodology.

The final outputs will support earthquake risk assessment, risk mapping and prioritisation of school buildings for seismic retrofit.

Project objectives

School inventory

Develop a nationwide, multi-level database and identify critical structural typologies.

Risk model

Combine hazard, exposure and vulnerability in an advanced WebGIS-based earthquake risk model.

Prioritisation

Develop and validate a rapid assessment method for prioritising schools for seismic retrofit.

Monitoring

Instrument 10 pilot schools and develop a prototype real-time monitoring system.

Knowledge

Strengthen national research capacity in earthquake engineering and seismic risk.

Impact

Provide a scientific basis for long-term strategies to reduce earthquake risk in schools.
